Fiscal 2023 Bond Issuance Policy and Plan

Our capital plan for fiscal 2023 involves issuing corporate bonds worth an estimated ¥2.68 trillion. Fundraising plans are in place to raise that amount.

The plan will include approximately ¥640 billion in Fiscal Investment and Loan Program (FILP) bonds. We have also secured the necessary amounts from the Fiscal Loan Fund and government-guaranteed bonds, both of which are essential to ensuring a stable supply of funds.

As for flow, Funding for Crisis Response Operations is available separately from the government and not included.

The following is a breakdown of the amounts to be issued for each bond category.

Japanese Government-guaranteed Bonds ¥130 billion
