Promotion of Local Tourism and Economic Revitalization via Airport Privatization through Investment in Hokkaido Airports

Hokkaido Airports Co., Ltd. (headquarters: Chitose, Hokkaido), was established backed by the investment of 17 private-sector companies, including DBJ, with the goal of centralizing management of the seven airports in Hokkaido (Note 1).
This project aims to achieve efficient operations through the vertical integration over 30 years of airport facilities, including terminal buildings and runways at each airport. It also plans to improve the convenience and functionality of airports, mainly by implementing effective capital investments. The ultimate goal is to promote tourism and revitalize the local economy through an increase in the use of Hokkaido airports.
The concept of this project is multiple tourism gateways, designed to add value to and utilize the diverse tourism resources--nature, culture, and history--of regions throughout Hokkaido. The plan is to expand aviation networks so that users can freely combine arrivals and departures from the seven airports. In addition, the project will implement product development and promotion initiatives aimed at tourists, working with the local community while also showcasing and digitally marketing the airports themselves.
DBJ is providing capital to Hokkaido Airports in light of expectations of participation in this project as a financial institution that is deeply rooted in the community. Other activities include support for the formulation of business plans and provision of knowledge about the tourism industry. Through this project supporting the operations of Hokkaido Airports, including the development of auxiliary transportation, DBJ is fulfilling its role of connecting companies with local communities as a way of achieving local development promotional measures.
